1.4 Can electric actuators replace hydraulic ones for lock gate control?

Absolutely, yes they can and should.  Hydraulic actuators make no logical sense being applied to water, dam, and lock applications due to the hydraulic fluid and extensive piping, and pump.   No Oil or fluids should ever come into contact with water via leaks.
